23Age appropriate; she looks REALLY cute here! So it's a little shiny/sparkly, but this is Fashion Rocks, and where else can you pull out a dress like that? It's quite appropriate for the occasion. Anyway she looks her age and adorable. Oh, and makeup is fresh and young, unlike her Grammy disaster!
