Nothing is working here. The black shoes and tights look too severe with a pastel dress, the cut of the dress isn't flattering, the cut of the dress is weird and it doesn't fall at the right place (should be a bit longer or shorter). And I agree that the color doesn't do much for her, either.

Black shoes, red fishnets, pale green dress and red nails.

I think the biggest problem is that it does not seem like the most appropriate choice for the situation -- the length makes it seem to casual and it is far from elegant.

If it had more length, it'd be perfect!

I aggree with julieulie above. It looks like a fun dress. SY looks like she's enjoying herself there. But it's way too casual for this event and it's failed to impress.
