Some cleavage is ok, and on a formal or dressy occasion you can definitely get away with a lot more! The secret is to not be showing lots of leg or other areas with it.
Personally, my boobs sit kinda high so if I unbutton more than 2 buttons on a shirt it's gonna happen- but I'm not going to choke, either!
