Dress is too short, hair is too messy.

17i think she looks red hot! dress is zac posen and with her fit body, she can pull it off. she looked better than most young actresses. as for appropriateness, it's the emmys not the oscars. the audience for television is younger and fashion forward and i think in 90 degree heat, cocktail length was acceptable...
