We can always count on Katy Perry to surprise us. Tonight, the singer caught everyone's attention in a white strapless glow-in-the-dark custom CuteCircuit gown. Her ruffles emote a girlie vibe, while a high slit adds va-va-voom. Definitely interesting — thumbs up?

It's not the lights I hate, it's that the dress looks like it's been decorated with wads of toilet paper. I also think the cut of the dress does not flatter her shape.

I LOVE this dress. This is the COSTUME institute gala here that we're talkin' about. People always should go a little wild. If they can't here, then when can they? Any other red carpet in this and she'd get slammed.
