I am glad to see other target lovers out there too and being petite I love Old Navy for pant and basics. i have found pants at old navy on sale for 10-20 dollars them I get them tailored and viola they're like expensive pants. Plus if you really like them you can get them in a variety of colors *_* love it!
all i have in my town is forever and i really dont like it there. i will grab something random occasionally but i never like try things on and if i end up hating something its my punishment for buying things from there. but i have gotten some good little dresses and tops from there. we have american apparel too but they kinda have the same stuff a lot and i can only wear some of it to work. i wish i had at least moderate access to h&m but there isnt one even in florida at all!
I've started to really hate the H&M stuff. Their stores are practically everywhere here in Europe and as a result, everybody's walking around in the same clothes. It's just boring.
Mango and Zara on the other hand have H&M price tags but with better quality and better designes. Of these two, I prefer Mango though, Zara is a little too stiff for my taste.

I'm a TOPSHOP girl at heart:) I'd pick Zara next and then maybe Forever 21. Too bad we still don't have H&M here. Mango stuff won't fit me so i just buy some of their bags and accessories (ho hum).
Sweetfirefly: i feel bad for those who don't have H&M. i think it's a crime . . .
forever 21 isn't that bad, unless you're 17 or on a super tight budget. and who wants to shop at a store with a cr*ppy return policy?

I LOVE H&M, but i CAN'T pass by Zara without going in.
i order a lot of basics from Topshop. it gets here pretty fast considering where it's coming from. so i love them too.

I have none of these stores in my sad little city. We do have a store called Le Chateau however, I think it's a Canadian thing but I buy most of my clothes there and it's fairly trendy. For out of town shopping though, I usually turn to Urban Outfitters :)
