I'm not normally a fan of bubble hems, but in fashion, there are always exceptions. This BCBG Max Azria Spring Bubble Skirt ($48, originally $128) is one of them. It's superior to all the other bubble skirts because the draping makes it less cheesy, more chic. Plus, the white color is fresh for now through Summer. Pairing it with a simple tank or tee would do; the skirt is charming and should be center of attention.

They were all over the runway this year, and they are sure to pop up on the street as well. These skirts are meant to be worn above the knee and with heels. You can also pair them with leggings.
