B's mom Elinor has found a new man, and Blair is less than happy with her mother's choice. Never one to crack under pressure, she remained fashionably calm as she plotted to break up the lovebirds. Her ivory Bill Blass ruffle halter and black Giuseppe Zanotti satin pumps was the perfect mix of fun and elegance. Blair's statement top needed a simple background; pairing it with a sophisticated short skirt and diamond earrings was perfection. Need I say more?

This Diane von Furstenberg Philippine Blouse ($285) encompasses two Fab trends: a nude color palette and plenty of pleats. I would toughen this romantic blouse with a pair of skinny black pants and my favorite Fall jacket. Sounds Fab, huh? The only thing stopping me from putting it all together is the price.

Whew! This Victoria's Secret Silk Chiffon Pleated Blouse ($68) is much lighter on the pocketbook. It has the same billowy sleeves as the aforementioned version and I like the slightly longer cut. Done and done.

Amidst all the drama, Sienna Miller is still one fashionable babe. If you're going to get your photo taken by the paparazzi, you might as well look cute, right?

I'm loving the semisheer romantic blouse she's jetsetting in. It's a great alternative to wearing a basic tee with your jeans and doesn't appear stuffy. When choosing a romantic blouse, look for one with a casual fit and fun detailing such as stripes, ruffles, or frills. Kudos to Sienna for accessorizing her feminine look with a funky Gucci belt.

If ever you've longed to dress yourself in prim and feminine ruffly blouses, now is your chance. Ranging from multi-tiered cascades to simple accents, ruffles are all over shirts for Fall 2006. But the look isn't easy to pull off.

To avoid looking like a librarian or a lady who lunches, try pairing the flouncy shirts with somewhat tougher pieces, like denim and leather. For a dressier look, you can go more chic, but make sure the rest of your outfit is sleek, not fussy-think pencil skirts and graceful platform pumps.
